Rajouri Mini Secretariat project stalled over land issues

Srinagar, Apr 4: The Jammu and Kashmir Government on Saturday informed the Legislative Assembly that the construction of Mini Secretariat at Rajouri, sanctioned during the financial year 2011–12 under the Special Task Force (STF), has been delayed due to unresolved land-related issues.

 

The project, approved at an estimated cost of ₹10 crore, was intended to provide integrated office accommodation for various district-level departments currently functioning from scattered locations, with the aim of improving administrative efficiency and enhancing public service delivery.

 

Replying to a question raised by MLA Muzaffar Iqbal Khan, the Minister in charge of the Public Works (R&B) Department said that an amount of ₹7.50 crore has already been spent on the project.

 

The expenditure covers completion of the sub-structure, erection of columns, procurement of construction material, and other allied works. The sub-structure at the site has been completed.

 

The Minister said that further progress could not be carried forward due to the non-transfer of the requisite land from the Technical Education Department to the Revenue Department, which is essential for continuation of the work.

 

The minister further informed the House that several stakeholders have raised concerns regarding the suitability of the identified site, accessibility for the general public, availability of adequate space for future expansion, and the overall feasibility of establishing an integrated Mini Secretariat complex at the location.

 

“In view of these concerns, the matter requires detailed examination in consultation with all stakeholders,” the Minister said.

 

He added that the issue of finalizing a suitable and mutually acceptable site is currently under consideration. The project will be taken up for further execution once site-related issues are resolved, necessary formalities are completed, and funds are made available.
